“These are physical/urban development plans that elaborate in detail policies and proposals in relation to precise areas of land, and which provide the basis for both positive and regulatory planning to be realized within a specified period of time not exceeding 10 years. They include the following (pick as is):

  • ­ Master Plans / Site layout plans- indicating permitted use, density, access, plot coverage, plot ratio, and building heights for a property or site
  • ­ Action Plans and /or Neighbourhood Plansfor comprehensive planning of areas selected for intensive development, by improvement, re-development or new development, restoration and re-use of derelict land;
  • ­ Subject/Sectoral Plans- for detailed treatment of a particular planning aspect, for example, housing, transportation (Roads, railway, airports and water ways), communication infrastructure including Fiber optic, water supply, sewerage, solid waste disposal, pipelines (Oil/Gas) conservation and preservation areas including wildlife migratory corridors and dispersal areas, etc
  • ­ Advisory or zoning plans; they indicate permitted use, development densities, plot ratios, and building/plot coverages, among other planning standards in a specific area/zone. The planning rules for each zone determine whether planning permission for a given development may be granted. Such plans include change of use, land subdivisions, land amalgamations, extension of use, extension of leases, renewal of leases, site and land acquisitions
  • ­ Part Developments Plans (PDPs) - they indicate precise sites for immediate implementation of specific projects or for land alienation purposes.

Generic Methodology for Development Control Processes

Phase 1 – Physical Planning Services

  • Site Inspection and Field Scoping
  • Due diligence to verify particulars of the property
  • Secondary data assembly and analysis
  • Advertisement in the local dailies and on the project site
  • Preparation of planning brief
  • Lodging Development application, processing, and determination by the County Government

Phase 2 – Land Surveying Processes

  • Amendment and sealing of the RIM/preparation of the deed plan

 

Phase 3: Registration /Titling

  • Processing of allotment letter by NLC (for renewal of leases)
